Michael Marshall, PE

Michael Marshall has joined SCR Safety Solutions as a Senior Engineer – Chemical Process Safety Management. Mr. Marshall obtained a bachelor’s degree in civil engineering from North Dakota State University before working privately for five years in the oil and gas industry. Mr. Marshall joined OSHA in 1988 as a Safety Engineer, and worked his way up the ranks, retiring as the Senior Safety Engineer for the Directorate of Compliance Programs in 2021.

During his tenure with OSHA Mr. Marshall coordinated and participated with regional and area office response teams for investigations of large scale catastrophes, and provided key insight on the hazards of Process Safety management through various roles, committees, and roundtables. Mr. Marshall developed a number of enforcement policies specific to chemical manufacturing including co-authoring OSHA’s PSM National Emphasis Program. He also developed the majority of the first drafts for PSM Letters of Interpretation.

Mr. Marshall is a recognized expert in the Hazards of Process Safety Management, having shaped the regulatory responsibilities in place for OSHA. Mr. Marshall will leverage his expertise on OSHA’s PSM regulations (29 CFR 1910.119) to help SCR Safety Solutions clients maintain compliance with agency requirements.
